Local organizations might lose their game
1When is a raffle not a raffle?
For three Jacksonville organizations, the answer appears to be “when the state says it isn’t.”
AMVETS Post 100, Moose Lodge 865 and American Legion Post 279 were notified by the Illinois Department of Revenue this summer that they must have a bingo license to conduct a game the state considers to be bingo.
Although AMVETS had a raffle license for its weekly events, the state said the group had to get the more expensive bingo license to continue the games, Commander Jim Duncan said.
A complaint may have prompted the change.
“We were using a raffle card which is very similar to a bingo card. It has rows of numbers and a bonus square in the middle,” Duncan said, “but according to the Department of Revenue, no matter what we call the card they considered it bingo and required a $200 annual license.”
The group applied for the proper license and now has it.
The Illinois Department of Revenue enforces charitable gaming laws.
“If we have reason to believe that are not being obeyed, either through a complaint or some other information, we will visit the establishment and if necessary issue citations,” Department of Revenue spokeswoman Susan Hofer said. “There is more public awareness now because of the video games that will go online in the next year or so.”
Duncan said the AMVETS will now have to pay revenue tax on the gross sales of bingo cards and not what the club nets.
The group also has an annual raffle license through the city of Jacksonville.
“We rely on our weekly raffles/bingo to help keep our doors open. We only have about 270 members, so unless they all patronize the club on a regular basis, we need to have raffles/bingo to stay solvent,” Duncan said.
Moose Lodge 865 was also visited by Department of Revenue investigators after receiving a complaint that “illegal bingo” was being played and that the organization was advertising the raffle game as bingo.
“At first, the Department of Revenue investigators determined we were legal but then called us back the next day and said they determined that there basically was no difference between raffle and bingo, and if we wanted to continue we had to get a bingo license, which we did,” Moose Gov. Jim Hill said. “We are just doing bingo now.”
The Moose had conducted raffles, similar to bingo, every Tuesday for the past two years.

Bingo at Del Mar Fairgrounds closer to reality

DEL MAR — Bingo may soon be coming to the Del Mar Fairgrounds.
The Del Mar City Council took a significant step toward that Monday by introducing an ordinance to allow nonprofit organizations to host bingo games within city limits. State law allows bingo as a fundraiser for charities. The fairgrounds has formed a nonprofit to host the games, which would be held daily.
The 22nd District Agricultural Association, the state-agency that runs the fairgrounds, has been asking the city for permission to host bingo as a way to increase attendance to its struggling Surfside Race Place satellite wagering facility.
Revenues from satellite wagering at Del Mar have plummeted during the past 20 years. In 1990, the fairgrounds averaged 2,453 attendees, with a handle of $550,020 each day. As of July this year, Surfside Race Place was averaging 657 per day with a handle of $223,000, largely due to the ease of phone and Internet betting. The district can only keep 2 percent of the overall handle, which it must also divvy up between several local entities including Del Mar and Solana Beach.
The fairgrounds expects 250 participants per session. Proceeds would go to capital projects on the property, be donated to charities and also to the fairground’s Don Diego Scholarship Fund. The district expects to generate at least $200,000 per year from bingo.
The ordinance will likely be scheduled for a second reading in October, which is usually a formality. It could be approved and become effective by the end of the year. Fairgrounds CEO Tim Fennell said the first bingo games could be held in January.
